Murphy, North Carolina, Available Position :  Assistant Solid Waste Director County Pay Grade :    72  Minimum Starting Salary : $51,851.00 Closing Date for Receipt of Applications :  Open until filled  General Statement of Duties Performs difficult professional work planning, organizing, and directing the activities associated with the collection, transportation, recycling, and landfill disposal and management. Interfaces with Professional Engineers, Geologists, Government Regulators, and Construction Managers regularly. Plans Landfill cell development and Convenience Center management.    Essential Duties and Tasks Serves in the absence of the Director; plans, organizes, and directs the work of subordinate supervisors and other employees responsible for landfill, recycling operations and revenue streams, convenience sites, collection sites, organizational administration and finance, environmental compliance, operational safety;  Directs the activities associated with hiring, training, performance coaching and evaluation, discipline, and termination of any employees within the Solid Waste Department.  Develops annual and long range equipment and site maintenance and expansion plans; projects, develops, and presents budget recommendations to the County Manager and County Commissioners on an annual basis; administers department budget; develops equipment obsolesce plan to include budgeting for the future acquisition or the maintenance of existing of equipment, supplies and materials; manages the preparation and administration of all grants.               Manages the operational landfill and borrow pit, manages the maintenance of the closed landfill; oversees the development of the new adjacent industrial park and the monitoring of materials going into the landfill, proper slope and coverage, monitors water quality surrounding the site, plans for new storm water retention areas, monitors remediation sites; and insures adherence to state and federal laws and regulations.  Conducts research and enacts or recommends regulatory compliance and other management strategies to provide a cost-effective service; develops policy recommendations and advises management and elected officials on related matters; oversees the design and instalment of public education programs.              Works with engineers, regulators and others on design, construction and operation of the landfill.               Supervises data collection and report submittal to document compliance with State solid waste regulations.  Supervises the recycling and inert waste programs.     Supervises department safety program.  Serves as department head; attends County Manager and Commissioner meetings as needed.    Develops, conducts and supervises various public education and outreach programs designed to reduce waste stream.     Special Requirement  Possession of a valid North Carolina commercial driver's license or ability to obtain one within 3 months, CDL Preferred.  Possession of appropriate SWANA certifications or ability to obtain a MOLO certification within 6 months.
